What you are experiencing is the upslot penalty. The boost item from AC scratch works as any other affix, except it is 100%. You will need to use 5s fodder to achieve 100%.

Ability 3 is easier to transfer with Power3+Shoot3+Tech3 / Mind3+Body3+React3 for 60% success rate.

With boost week you can get 100%.

I saw a video of someone using a Kongou and casting Ilbarta really quick by cancelling. The Kongou of course has no T-Atk, crafted or not. I expect him to switch to a proper weapon for the 7th hit.
