Apparently yes, it is possible for a US account to play a JPN import. Since it's an online game and it updates frequently, i don't know for SURE if being in an US account will interfere in something....

I have Step Advance LV10 with my Hunter and LV3 with my Fighter. After some testing, i really don't think that it stacks, i'm NOT sure...but i think the max is 0.20.

Nope, you can't get them on Normal or Hard, rare monsters that drops the new PAs are VH exclusive.
