As for 13* weapons, using them for their Special Ability Factors is about the most you can do with them.

I picked up a 12* Ray arm from Anga in the Vegas LQ, so the chance to get Ray units, while probably worse than when Amduscia UQ was active, may not be as bad as you think.

Well, it's not like obtaining a 13* is a real accomplishment anymore...

The sad thing is that you will need to leave it at 24% to prove that you are insanely lucky.
