There is no Multiplayer offline for PSU, there is extra mode, which allows you to pretty much play Network mode offline, but only by yourself (and with NPCs).

Sweet, an excuse to play offline mode. Now I don't have to contemplate whether I should play network or story mode first, I'll just play story mode during downtimes...
