Unfortunately, I think AT&T and other ISP's are out of luck. I just got off the phone with a representative saying that on June 28th, there was an update from Sega that said all outside Japan IPs...

Currently talking with a representative via Live chat. Being in California, I too get the same time out tracert, eg 1: Local, 2 ISP 3-30 Timed out.
