The way I see it, I order it via the stat it gives (more stats, more priority), rarity, how hard it is to affix, and how the system orders everything...

I wish people would stop posting getting 11* already =.=
It drops so much that I think its actually more of an accomplishment not to get one still at this point.

And yes, I do have one.
