Strange... Do you have any anti-virus or firewall program installed on your pc? The file might be blocked or something.
also, you do see the pso2.exe file in the folder and as MDashK says, maybe...

Maybe a dumb question but are you sure that it's the right folder path you're giving tweaker?
even though it says the patches has been applied and works, it still sounds like the wrong folder path...
