I can promise you Masterforce's TECHNICs cap at 30. I have like 6 of them there, you get a title for getting 10 of them to lvl 30 in fact.

It doesn't say anywhere that this is a japan only release, just that the NA and EU versions are "TBA". I wouldn't panic until the western versions lose the TBA status.

I think that PSU actually has the better gameplay but PSO had far better balance. Personally, I'd like to see both continue on as their own series.
