For the melee photon arts, just check the photon arts page on jpPSU wiki. The Accuracy or Power bonus always increases by 1% per level, or does'nt increase at all for the rest of its levels.

Same seems to apply for techs, the damage increases by the same amount each 10 lvls of it, forexample : It increases 1% per lvl 1-10, 2% per lvl 11-20.
