To unlock Unsealed door on GC you have to do Dr Osto's research and Secret Delivery. You should be able to give him the items now, but you can only give him one item at a time. Do Soul Of Steel if you still can't give him items, and if that doesn't wor just do every quest on normal and then talk to him.

And also, have you beat "Doc's Secret Plan"...?

Like some people have already said, to convert enemy parts, you have to beat "Doc's Secret Plan". Once you do that, go find Dr. Mantogue in either "Doctor Osto's Research," or "Unsealed Door". He should be standing beside the warp to the principal. The only problem is that you can only convert one part each time, so you have to keep restarting the quest to get all of your items made.
