What's the highest power a normal mag can get with 0 dex and 0 mind?

Well, since the highest level a Mag can get is 200, and you automatically start with 5 DEF, the theoretical maximum is 195 POW. However, it's pretty unlikely that it is the actual maximum.

depends on version that you play....ver.2 mags some can reach 200 pow, on ver.3 (gc/xbox/bb) don't know

For Ep. 1&2, the highest would be 195. You can use a Kit of Mark3 on a level 5 mag and from there raise only Pow to 195 (same with Dex and Mind.)
