Not much has been published. Sakai has said that the new game will include elements to appeal to older Phantasy Star game players. You can probably interpret that as meaning there will be some PSO references in it.

Sonic Team didn't say that there would be a new Phantasy Star game at the end of the year. They just said that they've got "Big Things" planned for the 10th anniversary of PSO. That could be anything from a new line of PSO-themed merchandise to a new Sega game console, for which, a Phantasy Star title is a release title. It's still too early to tell what it means, but chances are, it will not be as exciting as what we wildly speculate it to be. Sit back and wait. Whatever it is, chances are we'll either hear something more about it at E3 or TGS.
