well maybe he/she is really planning of using C weps you can make their base atp 30% stronger with GAS and on 10/10 you will also have full custom power who can till now gives you 20% more base atp But still i think without weps like Exam C-Ranks are kinda useless.
And you have to get all that GAS stuff first
