Were the system to be fixed, which seems extremely unlikely at the moment, it would only stop pirates to start. Cheaters would have to be reported and/or sought out by mods or players after which a perma-ban for that PSN-ID could be issued.
Both Sega and Sony would have to get in gear for this to work but since nothing has happened, the gears are broken or being used somewhere else.
It has been more than a year since the game was released. They also didn't catch that problem before release and left the server as is, if anything just rely on the people you know and play with them, if you're concerned about the current situation.

The last reply Ruby made was that they needed Sony to do their part and it stayed that way since. Otherwise, there has been no real progress a year later.

I’m done with PSP2 regardless, but I will keep everything said in mine when I jump onto those Japanese servers when I get the retail version
