Stuck on the Matter Board...

I finished the first circle got it to 5%, then I select the secodn quest, which is Level 3.
I found the B-2 area, I cleared it, then went though the telport device and went back to the ship. But it remains at 5%, what am I doing wrong?
Also, I received tonsss of quest, not quiet sure how to finish them -.-
I did the lvl 3 quest 3 times already, haven't finished any of the quest.
Also I reached level 3.
(Spent all my time on character creation... and learning the basics)

No no no no, I wouldn't worry to much on the matter board since you'll have to do it over again but to answer your question...
