Seems pp recovery is indeed 100% after you go below 20%, and cooldown is 2 mins.

So in short, a Te or Fo/Te can just rotate between PP Regenerate and Lightstream Pot, sweet.

It's likely to not be as complicated as you think so I'd bet something like this:

Is she harder in story mode? I skipped to Ep5 oracle and didn't bother changing again to ep4 just to fight her.
