    Allow me to explain...

When you make your first character it will put you at the beginning of the tutorial mission but a prompt will pop up with two options. If you pick the 2nd options it will allow you to just run through the mission without being blocked by the walls that pervade you from continuing without completing the tutorial objectives.

Any character created after you've been through it once (as in, run through the mission either by the objectives or just ran through it period), you will be prompted post character creation to skip the whole mission entirely.

Yes and no. When you get the first CS where you're talking to Alfin, a window will pop up with two options. If you pick the bottom option, it should skip all the tutorial crap in the mission. But you still have to run through the area normally and kill everything.
