1. Completely free to play
2. Ship 2 is the server English speakers are on
3. Block 20 of Ship 2 is where most English speakers hang out

There's also Ship 10 that has a tiny group of English players,

and there's a few on Ship 8, but like Malice said, Ship 2 is where most hang out.
