If I might make a suggestion; since the focus is on the BB version of the game, why not do some digging on google, look through some public private server softwares, explore how they work and draw the data from that? It would yield much more accurate data than speculations on said data from various members of the PSO community, who's input can be a gamble as sometimes its accurate, sometimes it isn't.
That is the best advice I can give, though I will give a hint and say that a table system isn't that far off; However, there's not one big table for everything.
