is it possible to have 100% weapon completion?

I read somewhere its not possible when playing legit.
is this true?
All the high end partnercards i have are stuck at 99.08% - 99.41%

From what I've heard when I was an active player, it's not on a US/EU copy of the game. The highest legitimate percentage I've seen on my Partner Cards is 99.91%.

The older veterans of the game should know who that person is.

maybe these real handgun G thing is missing
