friend requests lead to ai bots???

So i got a request accepted, went to do a mission and that guys avatar was available for use. Is this a normal thing??? If so how do I send requests and anyone on ship 2 wanna swap requests? Wouldnt mind using some ai bots when real people dont play.

They're friend partners. If one of your friends has registered one of their characters as one it's free for you to use. You can register your own character as one using the Visiphone.
