The areas you mentioned here are all still in Japanese because they just haven't been translated yet. The two options you get upon first entering the Shop Area are "Episode 1 or Episode 3" selections for where you want to start with your Matter Boards. If this is your first time playing, I'd recommend the top option there with Episode 1.
Other text breaks could also be a result of SEGA liking to mess with one line of text that ends up causing the whole file to be out of date. To explain the process simply, the way that Tweaker works with installing the English Patches is that it is done in a way that the most recent version of said file in translation (English or Japanese) is the one that takes priority over the others (meaning the one that takes priority is the most recently updated version of said file that you'll see on your end).
So, as an example:
- If SEGA decided to change the description of a line to say (in Japanese, mind you),
"This striking-based ability increases the amount of damage you do overtime to an enemy under a status effect."to
"This ability increases damage dealt overtime to an enemy under a status effect." it messes up the entire translation of that text within the file because the newly edited Japanese line of text there would precede the English Patch (assuming the patch wasn't updated yet).
Are you running Tweaker as an administrator? Right-click the program before starting and select "Run as administrator". If you still can't install the patches afterwards, then head to the folder PSO2 Tweaker is in, locate logfile.txt, open it, and copy-and-paste that inside of a pastebin, sending us the URL for us to look into here.

Thanks for your answer, though i think you've misunderstood me a bit i wasn't refering to the matterboard selection being still in japanese, but the very first choice you have to do once you created your character, in the tutorial, which as i said should be "do the tutorial" and "don't do the tutorial", but actually appeared in japanese, while i'm sure that they were translated when i played this very same tutorial a long time ago. It also applies to what Hilda is saying throughout the tutorial; i'm sure it was translated before, but it appears that it no longer is. So it's probably what you said about the files being updated. In any case i think it should be looked on if possible, as it's the very first glance of PSO2 that new players get, and they could get lost if it stayed in japanese, even though it's not that big of a deal

You need to have a 7Zip or WinRAR program of some kind to be able to unzip and zip files through Tweaker, which is required to make use of the patches. You can search Google for any Zip program you prefer (I use WinRAR), and I'm pretty sure most are free (as well as have free 30-day trials). Try downloading and installing the patches again after installing a WinRAR program.

Go into Tweaker > Orb > Troubleshooting > Check for Old/Missing Files. You may have to reapply any English Patches you had installed afterwards. If that doesn't get rid of the problem, go into the folder where PSO2 Tweaker is located, open up logfile.txt, and then copy all of the text there into a pastebin for us to look into here. c:
