Heel Stab from Dahgash Nero dropped Lv15 in BR.
Nafoie from rare darker bird. Dropped lv8. Didn't notice so cannot really confirm.
Bloody Sarabande: Predicahda Nero, can confirm. Dropped Lv11

Edit: Backhand Smash drops from Org Keratos (オルグケラトス). Sacred Skewer drops from it as well, according to an earlier post in this thread.

All "old" rare PA's drop from rare monsters/bosses. This is nothing new really.
