Killed over 4500, got PD'd over 20 times, no SJS. Without plus or online it's almost impossible to find. Good luck…

I would seriously say try to get online or get PSO+ and get the Tower Quests. It will be nearly impossible otherwise, unless you still wanna hunt it when you are 80 years old :P

My own dropped at 7962 Gi Gues after 23 Photon Drops, at seaside but in a quest, took me about a year so good luck~
