XQ is a pretty decent way to get Rares at later levels. For Harukotan enemies, though, there isn't much alternative besides getting lucky.

Repeat the field/arks quest that has them spawn at the end or run SHAQ and hope they spawn during or at Area 3, all random, you either get it or you dont
