It should be listed in 1 of 3 reward list ..... if lucky.
Just prepare up to 20 SG (I believe it's 10SG per re-scratch) to scratch again, should the item is on the list and you didn't get it on 1st try .__.

Not at the moment, but I believe Laia will give out a 13* Partizan, and she will appear in next week's update.
