Currently Enchanted Forest is your best bet ( got a 2nd epd from there recently). The 14* drops on Vardha EQ / Maggy EQ are super low , although they do drop epd. But like maybe 50 so far this week for example in the mega mecha EQ, while EF has EPD still at over 1000 dropped this week, despite how much less it’s being played.

The Vardha EQ does drop EPD, but the item record I just checked indicates that only 29 have dropped so far this week.
I don't know if it drops from Magatsu.
