any tips for make faster PSO2 on the PC or laptop?
i'm at another town so i'm stuck with my laptop. i'm so lagging that doing EQ with no damage and even transform Dark Blast from sub pallete need 2-3 minutes. (yeah when i'm transform to dark blast i'm look like afk for 2-3 minutes). usually this happen when 12/12 mpa, means i cannot do any EQ. and i'm losing so much vardha and magatsu run because of this.
what do i do so far to speed up my laptop :
-run GameFire (free version) so i freeing up my RAM
-run Process Tamer so i can make PSO2 and related to have higher priority and others low priority
-cleaning inside my laptop from dust
-only play PSO2 and programs related to it, not running on other program except background program
-using tier 1 and compressed texture, low shader.
my laptop specs is
i5 4200M
nvidia 710m
8GB Ram
my laptop is quite fast 3 years ago when running PSO2 with tier 5 all max (which is still episode 3), but now is very very slow. i don't know why.

Wouldn't recommend using those program that can "clean" your RAM, majority of them is bloat by itself.
Are you sure that your internet connection is fine? Even my Intel Atom netbook didn't have that kind of problem, aside from abysmal load time & garbage framerate that is.
After all, if your game client can't properly communicate with the server no matter how low your game graphic settings it'll stay the same.

my ping is 32ms/sec to google and stable, so internet connection is not the problem. i can run smooth at my PC (not my laptop) with 50-70ms/sec ping.

Try to ping game server instead. If you're running on proxy, then use different one.
yeah i'm using my team proxy which is private, if my connection to proxy is the problem then all of my friend in the team will be lagging as well, but it's not.
i'm sure this is not connection problem because when i check Task Manager, my CPU usage got 80%-100%. which is seems my CPU can't handle well. Even before when i have access to my PC, i try to run with PC and then Laptop with same connection, same proxy. the result is PC running smoothly, but Laptop is not (which is lagging so badly).

My CPU usage constantly went to 100% during EQ as well (i'm running the game with povertybook), something on your device must be acting up.
Disable all power-saving function on your laptop, it usually can cause this kind of problem to certain extent but i'm not really sure.
Try to clean your laptop from bloatware as well.
The laziest way to fix it is just nuke everything by fresh-installing your OS.
Short question regarding the Cloud Boost Campaign:
Do I need to be in a party with a player who is logged in from the Cloud for the effect? Or will I also receive the 50% exp boost if I form a group with my PC friends on the Cloud blocks?
now i'm defragging my HDD. the result is same. i scan may laptop with Microsoft Security Essential, no harm detected. it seems reinstall OS is the best way to go. thanks.

Before reinstalling OS, do the usual drill: full driver and software update, full offline disk checkup (chkdsk c: /v /x /b), check system integrity (sfc /scannow).
Check to see if your antivirus has a Game Mode, and if it is properly enabled.
Finally (since you mentioned laptop), check to see that your laptop properly renders the game through the dedicated card instead of the motherboard/cpu integrated one.
