They do, multiplicatively (so on a Val/Atra that means that you get 1.1*1.02*1.02 for a total damage multiplier of 114.44%).

Perhaps a stupid question, but is there anyone who would be willing to do a barebones guide to getting the English patch on Vita?

I have a Vita on 3.60, but have never tinkered with homebrew, so I need to figure out how to get it to 3.65 Enso (I assume YouTube can help with this) and then load the PSO2V Tweaker on there.

Edit: I own the physical cartridge, but I seem to recall hearing that the English patch wouldn't work with that. Has that changed?

Not sure if you can bypass with Henkaku, but you need to have the latest firmware to log to PSO2 on Vita.

It could be done by selecting their name from "nearby characters" menu.
