I had the same issue. Start Episode 1, pick the available story quest (it's another digest video) and it should unlock after that.

got tons and tons of ex cubes? no? then you gotta pay irl cash for another or make another character. theres a mag ticket on sale that comes with a mag camo device for 250 AC

EP1 june or july 2012 (a year aprox)
EP2 july 2013 to august 2014
EP3 august 2014 to july 2015

and from EP4 and foward i lost the track
