Has there been a thorough English explanation of the new attacking controls yet, and if so, where can I find it?

not sure srry .
I don't think there's been a detailed explanation but basically every weapon is going to use the front and back palette style instead of the combo style, and will have 3 actions on each side instead of 2, weapon actions will have to be set in one of the PA slots however. In effect, weapons with weapon actions get 1 more PA slot, weapons without actions get 2 more, and melee weapons (and mech guns ) won't have to worry about the order of their PAs for combos.
Here's a picture from bumped
EDIT: Also, just to clear something else you might have been reading, it's 6 ACTION slots, NOT 6 PA/Tech slots, as it includes normal attacks and weapon actions, you could technically have all 6 slots be techs with a tech weapon, but that's not the case for other weapons, and some like Katana and Mech guns rely a lot on their weapon action, so you can't always skip out on that either.

For melee weapon, i might just do like this:
Front
Normal attack-weapon action-PA1
Back
Normal attack-weapon action-PA2
Or replace the Normal Attack on Back side with PA3.
So if like this, it's not too different from the old system, but also save me some weapon slots.
I'd consider TMG as melee weapon too xD
Other ranged/tech weapon won't have adaptability problem, i guess.

Uhh, can someone EXPLAIN how to properly play Gunners? I've tried playing them but I can't figure them out.
@Kole:
Check out Selpha's guide on Gunner:
http://www.fulldive.nu/2015/04/21/gunner-gameplay/
Essentially, what you want to do is main Gu/Ra and remain airborne the majority of the time like (90-95% of the time) with few exceptions. It takes a little finesse to play Gu/Ra, but I think it's definitely one of the more fun class and flashy class to play.
Use S-Roll to dodge enemies' attacks, use Grim Barrage to close in on enemies, use Ariel Shooting to gain height, use CRAFTED Bullet Squall to cheese most enemies, once in a while do Elder Rebellion at enemies at a distance, also Reverse Tap has its usage. Your main damage comes from spamming Satellite Aim. Messiah Time is meh, Dead Approach is pretty meh, Heel Stab sometimes has its usage, but the majority of the time is meh, Don't even bother with Infinite Fire, it sucks.
Think of Gu/Ra more as a melee class more than anything.
For bossing, use WB, use CT, build chain to around 20, and then spam Satellite Aim if you can, if not, then Elder Rebellion, or even SatCan/EndAtt.
Edit:
Don't for get to use Gravity Bombs/Stun Grenades for mobbing, etc.

I'm trying to obtain a Harai Houshun (ハライホウシュン) Katana and the only way to obtain it is through the matterboard or buying it from another player, with a 12* pass. (which is out of my reach)
Does anyone have an idea on how far I have to go on the matter board or if it's still obtainable?
Or perhaps a better alternative for a T-ATK Katana?
Thanks.
@Kichiro:
According to S-Wiki, you need to get to: EP3-6 on matterboard (Grid B-5)
@JCry:
Coast Sapphires are considered small-sized Jewel/Gems.
So you would use:
海岸ムール貝のオイルづけ which boosts the acquisition rate by 30%.
It can be made by using:
1x 海岸ムール貝 (Coastal Moule/Mussel/Shellfish)
10x 海岸オリーブ (Coastal Olives)
