That's right.
Feeding identical weapon at any grind level permanently "unlock" it's grind level cap.

iirc when feeding your weapon with identical one, the game will tell you the new grind cap by giving popup message.

Hey I saw the new rifle's Potential was listed on the Swiki, but it's confusing. The google trans says 30% pp cost up, 200% normal attack damage. is that a translation error or is it literally only normal atk dmg up?

Yes, I believe it's correct, "通常攻撃" is Normal Attack.

What is the most efficient way to get nox double saber and twin mechine guns? Need It to drop to finish my remaining regiment collection files.

I think you might be out of luck since the Nox Weapons on those sheets were "Gauge will ONLY increase in" the EQ, so it might not complete even if it drops.

He may not be completely out of luck. Some people (like me) still have Regiment 2016 Triggers left, and, AFAIK they do not have an expiration date.

But the restriction you pointed out is definitely there. So finding someone with a trigger would be the only way to finish the collection.
