Yes, you want to get them to lv20 for their full effect before binding them to a 12* Unit, unless they require Lambda Grinders to purchase them (such a L/TD Air Chase) since those have their full effect at lv1. A few, like Atomizer Lovers or Front S Roll, are interesting since they get part of their effect full at lv1 (for Atomizer Lovers, the usage speed increase is at full effect), but you get a secondary effect by leveling (160% recovery amount for AL).

Figured as much considering its boost recovery amount increased every lvl increase. Oh well just another ring that is going to be a standard to bind to a unit.

You cannot get the title from getting a +35/35 from the trade; however, you can trade an OT weapon that is at Pot.3 +4 (or under) to then be able to grind it to get the title since it will then be a +34/35. It's probably less of a hassle to just trade it in at +0 to get a +0/35, though, since grinding an OT 13* can be infuriating at times (I would rather waste meseta to buy fodder than have to hear the grind failure sound and voice clips).

Nope; the title specifically requires grinding it to +35/35, just like the old "grind so-and-so weapon to +10" titles that can't be completed if you bought one that is Pot.3 +10.
