It's per character. So you can get an extra 13 Feathers per day per character.

If you get a few Bullet Kunais and grind one of them to +35 using the other ones, do you get the needed title to unlock Level 80 for GU and HR or does it not work with this weapon because you can easily buy it ?

It should work; the title just requires you to grind the 13* to +35, so it being purchased should be no issue.

It's three, but you can only get two automatically. The only way to get a third one is to complete a free buster quest match.
