Izane is one of the best sets in the game currently, so use those. Beware of PP though, since it gives +150 HP only.

It's practically top-tier in terms of survivability, since it compounds high Resists with +150 HP on each Unit. It sacrifices everything in the way of pure offense, however, so if you want to DPS with Izane, you'll need to offset its weaknesses pretty hard (and even then it'll still lose to damage-oriented Units).

Guess if there's a bunch of left rings you want to use, then it's a great choice since compared to other 12★ units since it actually gives defense. That being said, if you only need 1 or 2 left rings, this set seems to give just a bit more defense than an austere rear+arm + Leg / Whitill Air. Biggest difference is that affixing HP on units is much cheaper than PP.

Izane has never been a go to unit set to me. HP is great, but the value goes way down when your pushed over the one shot threshold, and you don't need Izane to do that. Diminishing returns on PP are harder to hit in my opinion.

What's the most cost effective way to grind a 13* to +35? I was using this:

1-10: feed copies of same weapon
10-20: 12* +27 great success
20-30: 12* +30 great success
30-35: +20 great success

Is there a more meseta effective way? I have a ton of lambda grinders so that's not a concern

I stock pile weapons with Emper Embrace whenever I do the Special Mission: Rappy Fever bonus quest since these add 90 EXP per weapon you add. Also, don't know about your luck with 13★ drops, but I got so many of them that I equip my support partners with them. These also make great grinding food for NT weapons.
