I am 90/90,but can not wear 13* unit like アーム／ノヴェルワン, which requires 560 dexterity, while my dex is only 555.
But I see someone with 555 dex wears it.
So what should I do to be able to wear 13* unit?

If I recall, when you see equipment on other people, you are seeing your stats for the equip requirement, not theirs.
As to being able to equip it, have you gotten all your classes to lv75 for the stat bonuses? Getting Braver and Bouncer to lv75 should give you an extra 60 DEX.

How good is the orb series weapons? I’m planning to get some of it for classes I want to play around with since I already made LS and Altas weapons for classes I do play with.

I tried to use 装備条件緩和＋３０％ but it is not working. So 装備条件緩和＋３０％ not good for 13* units ?
