ok now I know there's something im missing here; that's an Arion weapon and this person just pulled off par time

You're only doing that with a max Arion weapon - I use a similar loadout as well, but this one just takes it to the extreme. And every single multiplier is unique - There are 9 of them in that loadout + max element limit booster + element bonus. FYI the total cost of that particular loadout is actually 108.

It's also only good for that set of floors too, 25-27f. If you try using that on 28-30f, even if you modify it, you'll only do 10% damage, as your attack will always be that of your highest element.

108 cost is not extreme. Arion weapon plus max element unjts are standard at this point. You are expected to have a seperate loadout for each element. Unique frames used to be an issue but not so much anymore since we have a wide pool of frames.

That is totally not the standard, and is what I do consider a bit extreme since it requires you to have very specific chips. The fact that it is also leveraging chips from the last 3 holidays/anniversaries which you can no longer get at all until the next event (At least the anniversary chip, Whiteday and valentines you're probably waiting until next year) is why I label it somewhat extreme.

The units are somewhat standard since you can buy them from the market, but that specific chip layout is definitely not standard at all.

can you get previous years' anniversary chips in the upcoming anni special quest? (assuming it's upcoming, based on that seraphy anni chip coming on 5/11)

Generally speaking, there's never been a 12* Anniversary or holiday chip made available for free - it's always going to be scratch (they have made some 11* anniversary chips a long time ago for free).

You will see that 5th anniversary chip again next week though, because iOS anniversary, so there is that.

figured i'd ask; between coming back to the game a couple months ago and just in the past two or so weeks getting into pso2es, still got a lot to catch up on.

...i also just realized i just barely missed the actual anniversary, where half of these chips were available
