oh see I messed up; I didn't realize nearly every character/weaponoid chip are all Type-E boosters and that I should still keep a Weapon Intensification chip equipped unless I had a Type-E chip that could do a 160% damage boost for 14 equip cost to make up for it

alright now that I know better I'll be able to set up my chip pallets better. I guess I'm also sticking to Yamigartsu for the foreseeable future too then, since there are very few chase damage chips to compete

Well hopefully an implication of this is that they'll also make the next EQ a non ranking EQ, to test the changes (and because it'd almost certainly fall during the boost week coming).

When successfully Just attack, Attack power gets boosted up and PA power get a big boost

I think Sega designed the es scratch to treat me in the wonkiest way possible. Spend 60 medals on scratch, get 1 Facet Folia EX. Spend 2000AC, get Facet Folia EX and the Zanba weaponoid. Only 7 more to go... or I buy 1 wind Nyau chip over the next 7 months.

Is there a tier list of chips currently or a list of recommended ones?

There isn't really much of a tier list or recommended ones outside of PAs, just because there's no universal solution to everything.

Generally speaking, any PA chip with an EX variant (it doesn't have to be EX, it just has to have an EX variant) will be an excellent choice. The absolute god tier PAs are currently Facet Folia, and Elder Rebellion, though the rest of the EX PAs are still very good and at times can compete with those 2, but as far as ease of use and actual benefit to user, you can't really top these 2 at all.

For everything else? The only recommendation is that you do your best to focus your element ratios to what your targets will be, and try to mix up your chip effects so so that you have as many kinds of chip effects/boosts as you can. When chip effects overlap with the same type of boost, the effects are additive (not always a bad thing, especially when you are lower leveled). When effects are different, they multiply against your damage total, which will definitely be better for you in the long run.
