Arion rotations are pretty sporadic. They cycle out at the middle of every month, so check back in 5 days.

Funny enough, they're back as of today (the selections cycle out every new EM).

I know that, but you can't get it without playing es, and it's grindier to acquire than just Bonus Scratching for Selc. Selc can be bought from the Player Shops, hence "everyone" (although at currently exorbitant prices, which will crash dramatically once the EM goes live tonight).

It's a bit of a mixed bag, those summer chips - they have stories locked behind them. But that also means they can be powered up even further as well, because of the existence of side stories for them.
