I want Gene & Duna [White Christmas] but I'm down to my last 30 medals. I did get 2 Annette and that 13* in about 90 medals.
I spent an exorbitant amount of AC, along with over 270 medals, and got nothing from this.

Not likely. The closest thing they give you is the ability to "Create your own scratch" with weaponoids you choose (happens every weaponoid carnival), but there has never been a case where you could select a weaponoid directly.
How does Create Your Own Scratch work? If I saw correctly, you pick like, seven 11 stars and three 12 stars and you get only two?
