going by 20 attack = 1% damage, yeah by about 11% when the latent is active.

If only it were that simple to go by 20 attack ≈ 1% damage.
In this case, the Red Scorpio would win. Comparing 400 attack to 11% would be in favor of the Red Scorpio.
If it were like 14%+, then it would depend on which multipliers you have active.
