Need Help Error:12002 no.103

I'm just starting the JP version and have yet to start the game up but have been unable to update.
If it makes a difference I am in the UK. I have also tried running to as administrator, disabling my anti virus and adding it as an exception. But it has had no effect. Any help would be greatly appreciated.

I have same error.Anyone know how to fix ? Already tried disabling all network protection 1 by 1.

If you are using tweaker then just click the link on the right and add the proxy given where it tells you to do.
For other people in the future who might check on this thread.
