A burning question I have with the JG PA rings, does it have to be used with their respective weapons to trigger the PA on JG, or can katanas or FI weapons be usable on JG?

(Going off of what I can interpret from the swiki since I don't use HU main weapons) You need to use the correct weapon type, and it will only trigger if you are using HU as your main or sub-class.

Also, that means if I was playing RaHu the ring could make me use Rising Flag with a launcher equipped?

No, it means that if you are using an all class Partizan as a Ra/Gu, even with the ring on, you will not trigger Rising Flag.
The conditions of the JG rings are:

• Be a Hu as main or sub (so that you actually have the JG skill).
• Use the correct weapon type (ie. Sword for Sonic Arrow, etc.).
