All 3 have other files inside, one of them should work probably.

1 of them is Gram and the holster for Hitsugi's sword, for some reason. Another one is Hitsugi's sword, but broken. The third one seemingly didn't work. But I think I just messed something up.

Does anything exist like a costume room simulator that lets you equip anything at all?

This game has the best character customization in anything I've ever seen. SEGA could literally make a business out of designing your own 3D waifu figdoll sculpture things and getting them shipped to you.

So long as the actual new/unreleased file is in the game, yes. You just need to find the new hair. There is a really good hair mod tutorial by WarSarah at the top of page 55 on this thread.

I am having trouble with Hitsugi's katana. It has her scabbard, but its Kaori's blade. Does it work for you?
