So I'm loading up the storyboard and trying to do the quests here so I can access Tokyo, kill brown bears and complete client orders from Koffie.

I get this window pop up when clicking them. How do I do these quests? Can't find a starter or option to do them anywhere and maybe this message has some kind of clue?

Judging by your background, you are in the main Lobby. You must be on the Bridge to use the storyboard.
