It probably can. They were lenient enough to say that the penalty only applies to rooms where the MPA has hit the player limit.

This series itself isn't new, but some weapons in the series has been out for some time, and they are pretty much the best you can get in es given their es exclusive abilities (all class with chip cost reduction on overlimit). For players of es, this is a good thing, not so much for players who aren't into es, though they would be considered the strongest all class 13 weapons players can have even on PC.
