Graphic problems and can't start the game

So I installed PSO2 again and looks like i can't play. The game gets stuck after I pick my character

It worked perfectly two years ago, my specs:
Windows 7 Ultimate
Phenom II X4 850 Processor 3.30 GHz
4 GM RAM
ATI Radeon HD 4250

Are your GPU drivers up to date?
Have you run a file check?
Have you tried lowering the graphics slider?
