It won't fix anything if Hero stays as in and if sega doesn't power up ennemies to make up for these buffs.

And once again, Techer gets the shaft. Their buff is essentially "add more numbers". It's going to have to be a pretty substantial numbers buff to make TE damage relevant.

Also, I'm interpreting the Sword normal attack buff as a Dragon Slayer buff.
