That's true. Another thing I considered is that, just like how the potency shown on multi hit techs doesn't always account for landing all of the hits (or accounts for landing more hits than you would normally *coughilmegid*), it's possible that certain techs simply have their marker gain based on a specific number of hits, not all of them. Though you would think that would make ilgrants good for it too.
