Has anyone outside of NA been able to buy Founders Pack?

I cant buy from the UK via paypal, so I am assuming I need to buy US credit, but on Reddit there are a few people saying this doesnt work either and I dont want to waste money buying credit that I cant use?

I'm from the uk and was able to buy the founders pack. I originally was going to use paypal too but couldn't get it to work. I ended up buying US store credit and had to register a US address to complete the purchase but it worked fine after that. Hope that helps
